I finished refocusing it using an "eye chart" and the HDMI port. The only casualty was a speaker wire so I just removed the speaker. But I shouldn't have had to do that whole process on a new dash cam, and it looks like other people get the same flaw.
There's a QA sticker on the outside of the unit, which should mean a second person tested the unit. One of those tests should have been to aim it an "eye chart" and see if it's in focus. If it's not, fix it before shipping it.
