Neo8P refusing to charge

Has anyone ever seen 13-14v being available, but the Cellink refuses to charge?

There have been two Cellink Neo6s replaced in the past on this vehicle (2015 Tesla Model S, before Sentry was available) before they were working. The first Cellink worked well for a long time. Until the Cellinks started beeping on and off every three seconds, which was odd. Then, it stopped providing power. Then, the new Cellink Neo 8+ was being installed. I decided to start fresh, ran new wiring for hard wiring charging, new fuses, and tested using a multimeter showing 13-14v constant, but when to plug in the Neo8 for charging, it constantly beeps like the previous Neo, and when plugging in the previous output cables, it goes crazy and shows only 6v charging and 6v discharge, then the low voltage warning comes up and the Neo as it is programmed to do so, shutdown. Any ideas? I've never seen this situation before, I'm not sure if anyone has seen it on this or the BlackVue/power(BlackboxMycare)8 variants.

Any advice from techs would be super helpful and appreciated! Thanks.
