ODB USB-C adapter no ACC power, only continuous?

I tried one of these "GELRHONR OBD Power Cable" ODB adapters to power a Viofo A119 Mini 2 - easily found from searching on Amazon. I was hoping for something plug-and-play.

It has a small red rocker switch on it, advertised as: 0 for "ACC mode with 20 min delay cutoff" and 1 for continuous power for parking mode (with "low-voltage protection").

Only the 1 position works for me - but regardless of the ignition position on the car (2018 VW Golf). Switching to 0 powers off the cam immediately and turning on/off the car ignition has no effect on the camera, it just stays dead. Switching to 1 powers the camera back on. So it seems like a manual on/off only, which is no good and no ACC trigger despite how it's advertised.

The Viofo is configured as "Parking Mode Off" because I don't want to use it and want no car battery drain while the ignition is off.

Am I doing something stupid here or is this cable useless?
