Parking mode using Low bit

I'm using FW V1.6_0721 and H.265, I noticed in parking mode using low bit the Front camera varies the bit rate from 4.4Mb/s to 8.7Mb/s whereas the rear camera is fixed. Is this a firmware issue as I've not noticed this before with older FWs'
