Would this power pack be capable of powering the front facing camera for any length of time ie in park made?

Potentially, but for how long depends on which parking mode you use. However such power banks usually use Lithium Polymer cells which are not great in the heat you can get in a car when parked on a sunny day (and will have poor service life and in the extreme may be dangerous due to the temperature you're trying to run them at). Batteries designed for dashcam support are Lithium Iron (LifePO4) don't suffer in this way but are much more expensive.

I tried this with a ZMI 20,000mAh power-bank a few years ago with my Viofo A119 v3. Lasted maybe 8-10hrs, but then had to charge it again at 65W which took a few hours to juice it back up.

Does it work? Yes. Is it practical? Probably not.
