They said that the Tesla owners insurance provider went after the vandals insurance provider. Is that damage covered by the vandals car insurance even though he wasn't anywhere near his own car at the time, or is that some other sort of insurance that they have there?

Well if someone made a set of those down the side cameras, i might very well pick those up, as in situations like this they work very well indeed.
