After a lot of help from the contributors here, I have narrowed down my requirements some more.

• 2 or 4 cameras required per vehicle
• Will be hard wired with Cellink B (2nd gen) plus Expansion pack
• Parking mode a must have
• Pre incident buffer crucial - the longer the better
• Best quality HD footage
• Variable bitrate seems a good idea
• Ability to view / download to phone seems better than a screen
• Low power draw to prolong static use
• Can use min 64/128GB cards

always on negates the need for pre buffer but the cams you are thinking of for that are not suitable due to having batteries
