Viofo Restarts When Cold

My Viofo (A119 version 2) restarts itself 3 or 4 times when the outside temperature is 35F or below. After about 30 seconds it settles down and starts okay. Is that a sign that the capacitor is weakening?

Not that I am aware of, I think it is more likely to be a poor connection somewhere.
Worth checking if it is the charger/hardwire kit causing issues until it warms up a bit.
 
I've seen the A119V2 reboot due to bad caps, but don't recall it ever "stabilizing" after a certain time. Might be worth opening it up and inspecting the caps.

25F is a bit chilly even if the car is in a garage. 🙂 Since you say the cam is hardwired, I presume you are using one of the HK devices. If possible, you could use a hair dryer to heat up the HK prior to starting the car. If on starting the car after warming up the HK, the dash cam powers up immediately then you know the culprit is a cold HK.

If you are using the HK, is parking mode enabled and the camera successfully saving video during the night?

If you are hardwired via a USB device such as the cigarette lighter adapter, the CLA USB might need to warm up a bit in order to supply power.
