vs1 - is this normal /why

vs1 makes the start up noise then voice "dash cam recording" or "parking recording" as it should

then say approx 30 seconds afterwards the start up noise sounds again with no voice , is this normal ?

That sounds like boot looping. If possible, try the camera with a different power supply and see if that fixes the problem. If not, it is possible that the camera is defective, although there are still other troubleshooting steps to try such as reformatting or replacing the memory card and/or pressing the reset button on the camera.
