I just mounted my dashcam and noticed that the 3M tape that it came with is white and not black so i have a big white spot on my windshield.

Finding 3M tape that says it is black is not easy.

Well finding a round dual sided black tape i dont think will be easy, but in regular tape format no problem as suggested.
A strip or two of that on the round mounting surface should be fine.
you can of course also put on several strips side by side and then trim the excess to have a round sticker.

While I'm not sure of your availability, there's also Gorilla double-sided tape that's clear. And as strong (some say stronger) than the 3M. But yes, also in a roll so you'll have to do some cutting.

Is that the iZEEKER GD100? Is that a suction cup or an adhesive mount?

Perhaps they provided a suction cup for the windshield, and an adhesive mount intended for the dashboard?

I went to home depo and bought a roll and will just cut it, i didn't even think about them lol

Also does anyone know if i can install it on the little black dots of my windshield? not sure what they are for but you can feel them my worry is when it comes time to remove the dashcam.

Those are known as frits and are a baked on enamel that is used to increase the gripping effect of the windshield adhesive. You can mount on them but it will be a PITA to remove the glue from the frits should you need to.
