Maybe if you use VPN or something like that.
I once was on a DSL provider that insisted on routing all their traffic home ( Dutch ) so that pretty much killed of my good ping and gaming enjoyment, so i had to revert back to much hated ISP.

Should be based on your IP address. I think it is a glitch for you though since it looks like your IPs are in US.
