It also depends on the connection speed of the person viewing - if I connect via mobile internet then I can't seen anything better than 720 HD for most private YouTube channels. I think some of the more popular channels and commercial channels do appear in 1080 on my mobile internet because they use VP9 encoding instead of H264 so can get 1080 video into the same bitrate as the 720 used by most channels. VP9 takes 10x the processing power to encode so only the best channels get to use it!
Youtube have the progressive (multipass) video coding.
The quality of the uploaded video will be optimized after some time after uploading, just wait.
As I see, it also depends on how many times video was viewed.

Thats true some times when i watch 4 K footage i get kicked back to 1080p, and in on a 80/70 mbit cable connection thats always stable in DL but UL can drop a lot in peak hours.
I assume its youtube cuz when i have gotten those kickbacks to 1080p i have run speedtest at once, and my speed have always been okay.
And the general backbone here is good too, Apple among others is building data centers here.
My own videos always play good, but some times if i want to play a really old one its like youtube have to dig it out first and it can take a little while.
I assume youtube have some sort of algorithm to have the popular videos lead faster than all the little stuff with like 27 views in 3 years.

they use a CDN to deliver the most popular stuff as close to you as they can, I can often download stuff from YouTube far quicker than I can stream it

That' true, but we can only download 720P video, but it is enough most of time.
While the speed is OK, most of time it stream 1080P auto, if not good then switch to 480P.
We have worst condition to access youtube in China.
