Are there any capacitor-based power banks that don't use batteries?

I ordered a Noco 5w solar panel and I'm going to see about mounting it on my trunk lid with VHB and see how much it helps. It was only $40 on ebay, no harm in trying. Supposedly its waterproof, I guess we'll see how well it holds up to highway speed driving.
