Yes, a dashcam can record whatever is in it's field of view (FOV) for as much as it 'sees' of that. Low light and image quality play a role here, as does the lack of large magnification and a few other things too. They're not meant to be security cameras but they can do that job adequately much of the time. In my workvan there's always at least one cam running for security purposes both for me and my neighbors. It won't get a lot of facial detail across the road but it might have enough other details to catch the bad guys and it's certainly better then nothing.
