That is never going to work well if you commute across a time zone border, if all memory card files were always in UTC then they would always be right and you could always view them in the right way for the place you are viewing from.
if you commute across a border and you're set to UTC then your offset in Registrator Viewer would need to be changed when you cross the border, your method is still flawed
in our old Ambarella A2 based product we did auto timezone which would update the time when crossing borders, not all devices can do that, many don't have capable hardware and very few engineers know how to do it anyway
you could spend more time arguing about why it's not needed than it would take to code the changes
