Easiest way to see what it does is to hold it up against a mirror and look through it at the reflection of your eye, then turn it around to look through from the other side - It removes reflections off your windscreen.
It is only really of use during the day but few people bother to remove it at night, it does cut out a bit of light though so you will get a little less motion blur at night if you remove it.
How useful it is depends on how bad the reflections off your windscreen are, some cars are OK without it, with others it can be hard to see through the windscreen because the reflections are so bad.
When you fit it, make sure it is the correct way up, it will only work properly if the white line is exactly at the top, or bottom, unless the white line is in the wrong place in which case put your hand on your dash so that you can see the reflection of it on the camera screen and rotate the CPL until there is least reflection of your hand.
You will probably get a clearer, more colourful image with it installed.
