DR650GW not clear enough for reading plates!

I have a DR650GW and am very disappointed that it will not read number plates of approaching vehicles even at approx 40km per hour (both vehicles).
Is this usual?

Unfortunately this is the trouble with a lot of dash cams.

Is that the raw footage or after rendering in a program because one thing to beware is blending fields when rendering 60fps footage. Interlaced settings may also give problematic results even natively because of the way interlacing works. Always use progressive as a setting and if using high frame rates, ensure you output the footage to 30fps in any video rendering program by discarding frames. Jerky footage with sharp stills is better than smooth blurry footage. If you've done all of that, then you're pretty much stuck with what you have.
 
Ok and thanks - I rendered the clip through Pinnacle Studio 19 and now have a clearer picture.
