No, the DR970X Plus and LTE model have internal GPS.
Only the box version doesn't. It uses an external GPS module but uses the same port as the CM100GLTE, so when the LTE module is used, the GPS is disconnected, so it uses the GPS in the LTE module instead.

I have the DR970X-2CH LTE, but not the Plus version. I've had it for about a year. I've had the same GPS issue that the OP was describing. The clock seems to be accurate; however, GPS often takes a long time to connect. When I first got the camera, I did not use the BlackVue SIM card, but rather, went to a T-Mobile store, added a line to my plan, and got one of their SIMs. I liked the idea of cloud connectivity, but the camera proved to be less-than-reliable in that regard.
I have my camera hard-wired, with one connection to an ignition-based power source, and one to an always-on source, as per the instructions. (I used a power window circuit for ignition-based, and a power seat circuit for always-on.) At my work, T-Mobile's signal is not the greatest, and sometimes, the camera would lose connectivity. But when it did, it almost never reconnected. I could drive all the way home (33 miles), and it wouldn't connect. If I pulled the power plug and reconnected it, then it could connect. So LTE was flaky, and GPS was as well.
I contacted BlackVue/Pittasoft, and after nearly a month of back-and-forth, they agreed to replace the camera. I convinced them to send me an advance replacement, so I wouldn't be without my camera. The replacement camera, unfortunately, had the exact same problem. Eventually, I decided to cancel the extra line, and I turned off the LTE feature on the camera.
GPS is still flaky; it often takes 10+ minutes for it to connect. And sometimes, it will connect, then disconnect, then reconnect, several times before staying connected. (I can tell because the blue light will randomly go out, then back on, etc.)
Before I got the DR970X-2CH LTE, I had a DR900S-2CH in my car and a DR750S-2CH in my wife's car. When I got the 970X, I moved the 900S to my wife's car and put the 750S in her mom's car (which did not previously have a camera). The GPS on the 900S and the 750S works flawlessly. Every time. It connects within a few seconds of booting up.
I decided to try a new DR900X-2CH from eBay (non-LTE version). I would have liked to get a 900S, but I can only find them at ridiculously expensive prices (more than a 900X). The 900X appears to be basically the same technology as the 900S, but with the built-in parking mode. I'll see what happens with that. If the GPS performs poorly, I'll try a 900S, but if it performs well, then I'll keep it and just ditch the 970X.
