Some people don't really understand the purpose of the accelerator pedal and when it's appropriate to use it to it's full capability.

I was hoping the body movement and expression on his face showed up in the video, but he jumped quite a bit at the horn and twisted in the seat.
He had no idea that 70 foot long truck was there, and his lane was gone.

This was near Fayetteville, NC. He had strange license plates, 'QQ'. Turns out they're temporary plates issued for use by Military in Germany on private vehicles, and are good for a certain time frame when they return to the US.

So I guess the use of mirrors is a foreign concept to him as well. Probably a skill he acquired quickly after this incident.

He passed me on the left 30 seconds later, at least no fingers appeared out of the windows.
I think there was a passenger in the front seat....may have been talking.
