Is this lens defect?

Looks a bit dirty to me, maybe the protective plastic left some adhesive behind, or maybe it wasn't dry when the protective plastic was put on.
Give it a clean, preferably with a lens cleaner, or eye glasses cleaner. (don't use paper)
If the issue is not on the top surface then there may be a problem, but I guess it is on the front surface, and the anti-reflection coatings under the dirt look perfect...
