ISO Sub $100 Video Quality Cam

I've been looking at so many cams, I've become lost! My budget is really $100, I live in a somewhat bad neighborhood and would not be surprised if it gets stolen so I'd like to keep the price relatively low.

I see everyone looking for GPS and Wifi abilities in their camera, but these are novelties! I ONLY need quality video, and the basics; powered from car cig lighter, SD card storage(up to 32GB at least, 10+hrs video), and a feature that will turn it off when I park. Motion detection recording would be a plus, but video quality is paramount.
