I am guessing the arrow painted on the road right behind the scooter means merge left and the sign hanging in blue right above it means right turn only coming up soon?
The arrow points more of a hard left though and not a soft merge left, but the lane next on it's left looks like a straight lane only.
Most merge left signs i see have what i call a soft left like.
Painted in white like that, but that lane has more of a hard left or left turn only marking.
