Coincidentally a little lightning are also forecast here for my drive today.

looks like they were recording the playback on a monitor, it's not the original file from the camera

I think it was a 4K TV, and they recorded it on their phone so that they could upload it - maybe they didn't have a computer.

be something like that, may have just been a crude way of omitting location information on the video
