at least the driver realized his/her mistake and didn't cause a crash...

See now that could have been me as i would be a semi confused visitor driving on what is the wrong side of the road to me, but if thats a home boy then he/she is just confused 
Same rules as here it seem, we allso have lights where it is okay to try and make a left turn when its green for the strait lanes, but then that lane only have 1 arrow ( green ) that come on later to indicate the additional time for ppl turning left, and when that green arrow come on then its no longe green for the lanes going strait on.
We even have that single green arrow for right turns too, but then when it come on it will be red for pedestrians and bicyclist so you should be able to make your turn with no problems.
But offcourse since pedsterians and bicyclists allso have a lot of incompetent ppl its still wise to look over your shoulder and take a gander at the mirrors just in case.
