Would anyone know if the ‘Lukas Deluxe MOUNT Set for LK-7900,6900,5900, 9700 Dash Cam’..

..actually allows you to rotate/swivel it left or right from the expected usual 'straight-ahead' position whenever you want or is it just some setup that allows for mounting it at some angle w/o the ability to afterwards rotate/swivel it on the fly whenever you want?
It's just my take in that if you're only allowed to mount it initially at an angle w/o the ability to actually turn it whenever you want that it defeats the purpose of being an actual 'rotating' bracket.
For example, if I'm putt-putt-putting down the road and I catch someone backing out of their driveway oblivious to my oncoming presence, I want to be able to simply reach up and turn it (to the limit that the bracket allows of course) so to face him/her in the interest of visual evidence.
