Why does my dash cam, which is set up for 12 hour format, show the correct format on the screen, but on video recordings it shows it in 24 hours format. Shouldn’t the time format setting apply to all?

Yes, this is an app display bug. I think the app should obey the phone's OS time format setting (rather than the dashcam's time format setting, which can be changed outside the app).

I will venture a guess the reason there is a 24-hour time stamp is that GMT / UTC uses ISO8601, which uses the 24-hour clock system. When you set up the time on your dashcam you selected GMT time. Apparently Viofo honors that for the time stamp on the video, regardless of the user setting.

When using the Auto time stamp feature at the initial setup, the time and date are derived from the GPS satelite which is a 24-hour clock system. You can do a factory reset and set the time stamp from your cell phone and see if that clears up the 24-Hour clock. Presuming, of course, the cell phone is set for the 12-hour clock. Still, if the option is set for 12-hour clock then that should be honored on the screen and video.

Test and see, it might help Viofo find the issue quicker.

I have always used the dd-mm-yyyy ( 6-7-1969 ) version, which, as far as I know, is pretty much the way Europe writes it as well. I will also use dd-MM-yyyy ( 6-Jul-1969 )

Which form I use depends on the formality and legality of the document I am working with. I will almost always use the 6-Jul-1969 format when possible.

Time is always the 24-hour clock, also known as the military clock. There is never any doubt about the correct time when using the 24-hour clock as a time stamp. There is no need for a.m. or p.m.
nomenclature; there is no doubt in any legal document, or situations that require people to know the referenced time for some event. I have been using military time since I was bout 12 years old.

Here's the app display bug on my iPhone 17 Pro (Viofo Dashcam app v2.1.1.1). My dashcam setting is also 24-hour (see frame) but the app should always and only obey the phone time format setting.

We all agree that a bug exists, but I think your statement above describes the bug as a recorded video clip bug rather than a phone app display bug. I believe it is the latter. Would I expect Windows filesystem metadata display of a Viofo video to use the Viofo dashcam's time-format setting? No, and it doesn't.

The dashcam's time format setting should apply to the dashcam's videos and its own unit's display screen. The Viofo "Dashcam" iPhone application's UI display of time, not to be confused with dashcam recorded video's embedded lower-right time display, should conform to all of the iPhone settings, including time format, and be consistent with the other iPhone apps.

Another use case is when my spouse has their own Viofo dashcam and so my app shows 2 dashcams. Pretend my spouse is former military and wants 24-hour time and I prefer 12-hour time. My spouse's dashcam can record videos with 24-hour timestamps and my dashcam can record videos with 12-hour timestamps. However, if I download videos from both dashcam's to my iPhone then the app's UI organization should use my iPhone's time format for all videos.

A final example is if I change my dashcam's recorded time format setting, so I have downloaded videos from before with a different embedded time stamp format than after. My app UI should only use the latest iPhone time format setting, not mix-and-match, in its screen of downloaded videos.

I don’t understand how the phone APP works so I’ll go with what you say.
But if I set dashcam to 12 Hour (AM/PM) I never want to see 24 Hour (military time) anywhere.
Never ever 🤣

And don’t get me started when I put the SD Card in my Chromebook, (they’re all labeled with an 8 Hour difference).
But that bug lives in my Chromebook 🐞

Off-topic: Is the timezone set correctly on your Chromebook? It sounds like the Chromebook thinks it's in UTC/GMT (London), which could explain why the Chromebook OS filesystem displays times with an 8 hour difference. California is UTC-8 or UTC-7 depending upon daylight savings time.
