Am pretty sure you press one of the three buttons to the side of the LCD screen, probably the top one to toggle between mute and on.

The problem with blurred number-plates is a known issue and not much can be done about it. Is fantastic quality video when it works!

I am a bit late i know but i think the SJcam M10 would have suited your requirements for mounting on the dash, the M10 is marketed as an action camera but it will also work as a dashcam minus the g-sensor and emergency save feature. The mounting system mimic's the GoPro system and is infinately adjustable with the purchase of some additional fittings. The form factor is a cube so is very small and discreet.
