I was using 131 the same as you, really surprised at the difference, my night time footage is just full of flares/glare/haloing around any light source.

I have noticed some strange glare to, but not all the time and not as much as in your samples. I think it depends of the source/type of the light and only when HDR is on.

Night, the windshield is old sandblasted, the headlights are simple halogens, a lot of numbers in the snow or mud, nevertheless, the result of readability on the video:
