HDR works on the rear camera and very well. It's just of little use on the rear window.
To test HDR, install the rear camera on the windshield for an experiment.

The real problem is that it is starvis2. Unfortunately, image transitions are not good on the rear camera (or the camera mounted on the rear window). HDR on or off doesn't matter.

During the day, the video quality of the starvis2 is excellent, both in front and behind.
But at night, on the tinted rear window, any camera is of little use.

Therefore, more regulations are needed.

Most people don't want to do this, the outside camera is at risk of theft/vandalism/water/dirt, easier to mount it inside, and then you don't need to clean it regularly.

Maybe in your area/country, I'm not sure it is true overall. Here we went through a phase of dark windows being stylish, but windows are for looking thorough, dark windows only make sense in countries that have a lot of sunshine. Ideally you have reactive or adjustable tint, then at night there is no problem for the camera or your eyes.

It has better performance than anything else. Maybe you still consider it poor, but you wont find anything better for use with dark windows than the A229 1K rear camera, or the A229 waterproof rear camera if you are prepared to fit it, both Starvis 2.

Right with the tint here in Australia, mines darkest legal which causes some issues for the rear camera at times but rather than my back seat passengers being toasted
