What should I buy that is small, discreet but does its job right?

Agree with Jokiin, Eletoponline365 who has a direct connection to the developer, is selling the camera itself for $68.99. Tom Frank's price for camera + all the accessories, here in the U.S., no waiting is great. And you're supporting a US seller and one of the development team who has worked countless hours for free to better this camera.

Is it legal to keep it recording when a cop pulls you over or when you stop at a border patrol check point and talking with border patrol agent? Do I have to tell them you are being recorded? can they ask me to turn it off?

In short, yes it's legal. There is no reasonable expectation of privacy in public places, and police officers have no reasonable expectation of privacy in the performance of their duties. Here's further reading material on the legality issue from the ACLU: https://www.aclu.org/free-speech/know-your-rights-photographers

What is the package deal from a US seller? If it is cheaper or same price, I would buy from US seller. But I prefer on Amazon and has to be a legit seller/ item, not fake.
