When to use CPL?

When is the best time to use the CPL? When should it be removed?

I leave mine on permanently.

Well it does cut down on the glare–a lot. But it also seems to add a slight yellow cast. Plus, if I leave it on at night things are really dark.

I don't do much driving in the dark at this time of year. I may remove the CPL in winter.
