70mai No hotspot is showing - Please help

Hello guys,

I brought a 70mai yesterday. It doesn't show the wifi hotspot on any android. I have checked with Mi redmi 5 plus, note 4 and two Huawei. Turns on, blinking blue and says to activate from cellphone. But not showing the wifi hotspot on other devices. once click the button, it says closing hotspot and it doesn't on the hotspot again after clicking the button as the user manual. please help.
