You probably wouldn't be able to see a difference between linear and circular. Technically the linear should be slightly better as it will allow a little more light to pass through. The circular is normally only needed in an SLR camera with a movable mirror.

Of the two you linked, one (the more expensive) appears to have reasonable multi-coatings while the other maybe has none. The anti-reflection coatings will give better colour and contrast and are worth having although at that price you will want to be careful not to scratch the coatings when cleaning it since they will not be very tough.
 
Keep in mind that a CPL on a very wide angle lens will cause large swaths of similar-color/exposure areas (sky, water, walls) to have gradients. This may or may not be an issue for your usage.
