Crash after police officer steps onto highway

I presume the driver was speeding, and the other guy was not paying sufficient attention, or following to closely. But I have to wonder about the wisdom of police stepping across a lane on the highway...

If it had been me driving the SUV I would have kept going and let him chase me down for his stupidity; not supposed to stop traffic on an interstate like that. If I had been in the white car in front of the camera car I would have been all over the horn when that cop walked out in front of me. He had no lights flashing or any indication of any emergency so no reason for anyone to be slowing down.
I know America is a litigation happy country, but I would have sued someone for that mess.

no lights, no warning... for all i know he's some moron trying to commit some crimes by impersonating an officer. agree he has no business walking out into a freeway so casually.
