You need to be a bit more specific about your use case.

If using WiFi to transfer files from the camera to the phone, view videos on the phone, or to change camera settings, that will not (or at least should not) use any mobile data. However, if your phone is then doing 'something' (i.e. Facebook Live, etc.) using mobile data that's entirely different scenario - and the reality is it's the phone using the mobile data not the dash cam.

Yes, and I'm assuming you used "Connect to camera" in the app like the following image shows:

If "Connect to camera" works for you, then the camera was running it's internal WiFi access point.
