Driver Pulls Out and Nearly Causes Accident !

at first i was going to say that it looked like the traffic lights weren't working. in the US, you're supposed to treat it like a 4-way stop when they're out or flashing red. this driver just kept going.

now that i watched it again, i see that those are only emergency lights for the fire station on the left. at least had there been an accident, emergency response time would have been excellent!
 
I wonder why the driver stopped in the last second?? ;)
