I have no idea what it is, just took this pic of it. I thought it was a chunk of a pothole at the time so I didn't bother chasing the person down. Watching the video a few times I'm convinced it came off his trailer. It's probably a couple pounds, glad it hit the headlight instead of the windshield.

Kinda looks like an old engine mount. Not sure what the wire is for, but some motor mounts can have a ground strap to make sure the engine has a solid electrical connection the frame. But that's usually not insulated - it's just a flat braided cable. Definitely looks like something that has spent some time at the bottom of the ocean or in a place where they salt the roads.
Thankfully headlights are fairly cheap on eBay.
