They're backdating this to when content providers began using h265 / HEVC and there is a license charge.
They're still deciding whether to put a license charge on some security equipment and so if they do that would mean a license fee per dashcam / action camera etc that is h265 / HEVC capable.
This could definitely stop adoption in it's tracks while people then switch to Google's own VP9.
