Illegal U-Turn

An Illegal U-Turn Made right in front of me with a sign that clearly says No U-Turn! The Audio is cut because I'm screaming and pointing at the sign. This is a "T" Intersection and Oncoming traffic has no left turn and is designated No U-Turn. There is also no turn lane for the on coming traffic so when someone does this it blocks my view as I attempt a legal left turn from my own left turn lane.

It is legal from my side to make a u-turn. coming the other way it is not. last half of video shows my rear cam showing the sign that the other driver ignored.
