Left turn from wrong lane

A vehicle makes a left turn from the straight/right turn lane. I move my car over a little to the right to make sure my cam catches it and another car does the same thing.

You can tell this is a daily commute maneuver for them.

i have to wonder though - why have the dotted line to force you to stay in the left if at some point in the past, it was a legal maneuver?

also, pretty bold of the avalon to make that turn around the wide-turning 18-wheeler!

Yeah, why is the dotted line like that? I wonder if that was a left turning lane before and they changed it.

May have been a former dual left turn lane and someone never paid attention to any changes or really hates changes? Sooner or later police will catch him.
