placing the a118c in back windshield, power cable is long enough?

Guys, so i managed to mount my A118C in the back windshield of my renault clio. I used a 4m cable that was long enough till the car lighter socket.

BUT: when I insert the cable into the usb charger (link: https://www.ebay.com/itm/180942478506) that I normally use with my front mobius...the A118C does not start. The output of the usb charger is 5V/1A. When used with my xiaomi powerbank 10400mAh the camera works fine...

So, the question is: how much mAh does the A118C need to work? 2.1A?

The cable is too long. Try the mobius with the long cable, you'll probably get the same result. The A118C draws an amp at max, which it isn't getting due the length and resulting loss of power along the way. Get a long cable that genuinely supports fast charge and you should be good.

Could be, but the same cable works great with the powerbank that (theoreticall) delivers 2.1A...

2.1amps from the power bank with some loss in transmission is still delivering what the cam needs, whereas 1 amp from the charger is not making it all the way.
