I don't think the driver was at fault.
I think the tow truck was parked in an incredibly dangerous position - an accident waiting to happen. No cones in the road to close the fast lane. No thought given to what would happen if, for instance, a driver in the slow lane was stuck behind a slow vehicle that blocked forward visibility (obscuring the tow truck from view), and then pulled into the fast lane to overtake. I can't tell if that's what happened here, but the result would have been the same.
If this combination of tow truck position and inadequate safety/warning measures was legal in Georgia, then their laws need improvement.
I hope the injured drivers pull through.
