Putting out a car fire goes wrong

Norway 🙂 a country witch confuse me in so many ways.
 
When I lived in the states I always carried a fire extinguisher in my cars, over here it is required. I remember coming back from Chicago to Indy I stopped to refuel and get a drink at a filling station in Northern Indiana. As I was pulling out to get back on the interstate there was a man attempting to put out a fire under his hood with a rag, he was beating the flames and probably making it worse. I pulled over and got out with my extinguisher and handed it to him and said: "try this". Had the fire out in a couple seconds. The fire was confined to the carburetor so he was able to restart the truck after the fire was put out. He asked me if I wanted my extinguisher back I said no you might need it again. I picked up a new one after I got back home to Indy.
Do they not have the requirement to have an extinguisher where this video was shot?
