Truck stopping on highway causes accident in LA

In some countries ( like Belarus ), you can submit video with offender driving, to a special website set-up by police / government, authorities for review and they have power to penalize offendender on bases of video evedence.
Wish more countries will accept similar system, roads would be much safet place to drive.
