Vueroid D40-Q2, Initial thoughts.

That's probably a good rule of thumb for BEV's - for hybrids (MHEV/PHEV) the setup is slightly different in that they have starter/alternators, some also have conventional starter motors, so the starter battery has to be sufficiently sized. BEV's have a relatively small 12V battery as it's only there to keep the vehicle systems running until the EV side kicks in, and charges the 12V battery by a DC-DC converter.
I wouldn't be comfortable drawing any starter battery (AGM, EFB, EFB+ etc.) below 12.4VDC, a battery pack with different chemistry will most likely be repeatedly recoverable down to 11VDC - but not a 'car' battery.
There is no specific EV setting on this camera, I'm thinking of using the '11V external' setting, which is as good as 'off' as the battery voltage will never get that low. Even now, after having the doors open all afternoon, radio on and liftgate up & down repeatedly, the BMS is holding it at 12.7VDC, with negligible impact upon the PHEV high-voltage battery.

You are right , you can set 11V External Battery .
 
This is different... the starter battery is a 90Ah/850A CCA EN with a small 12Ah/200A aux battery for the 12V side - the aux battery is isolated when the vehicle isn't being driven.
The HV hybrid battery will be used to charge the 12V starter battery via the DC-DC converter (the only charging mode for the 12V batteries) so as far as the dashcam is concerned, there is a near-infinite current supply, the Vueroid, I think, has an 11V shutoff for battery packs - 10V IMO is too low.
For me, "external battery" implies a LiFePO4 deep-cycle battery, and these have a BMS cutoff at 10V.
Discharging these batteries down to 10V causes no harm.
In contrast, frequently discharging a lead-acid battery to 11V will very quickly ruin it.
 
My (badly made) point was that PHEV vehicles maintain the charge in the 12V batteries around 12.6 - 12.8VDC, so allowing for fluctuations due to current draw (preheating/cooling) setting to 11V {which I agree is too low for a 'wet' battery to survive repeatedly} is effectively the same as having a 'battery save off' setting. I could probably set to 12V and it would be fine...
