Any real 4k budget sports cameras (will use scuba diving)

I was looking at all the Chinese 4k cameras and then read the thread about how the majority of them are not true 4k and use 4mp instead of 16mp sensors.

Is there an option below 150USD that is good and not using fake specifications? I will be using it for scuba and the odd snowboarding trip. Was looking at the Andoer C5 Pro but uncertain if this is legit.

The regular 5C is "cheater" 4K as i understand it, but the 5C pro should be true 4K according to this guy.

I much rather have a well-known lower resolution camera than an unknown 4k, especially for SCUBA.

Mobius, Yi, GoPro, Sony, and Garmin all making a good action cameras.
