ok maybe confusing as people kept calling it firmware rather than a config file
Can not change the firmware to wifi-off by default (B1W). Help needed

Ok. Problem solved. I have used 8GB sd card and formatted it IN the camera, then put the files contained in the "20180528s wifi default off" archive directly to the root on the sd card. It has worked!
