Driver pulls out in front of bicycle and then brake checks causing the cyclist to hit the car

The fine was for not stopping after the accident, which I still think he may not have noticed.
He didn't get fined for causing the accident or anything else, just for driving off after the accident.
 
Sounds like he got off easy. In the US, I think they would've tacked on an unsafe operation / lane change fine as well.
