Sadly i doubt anyone can make anything out of a low resolution CCTV footage like that, google is working on something interesting in this regard, but its only in their labs.
Sadly you cant enhance footage like you see in TV programs, or that is maybe google is changing that.

While it's mostly about night footage, some of the links in that thread will show you how almost any image can be enhanced to obtain given qualities you want (like sharpness or brightness), but there are limits which even the best technology cannot overcome. There must be something there to work with to apply these methods to successfully ;)

This is why it is important to start with the best image you can capture, and that is where all cheap or low-spec cams fail

Most of the enhancing stuff you see on TV is absolute BS.

...but it is actually possible to significantly enhance an image by stacking video frames together which averages them out and improves the SNR. The camera and subject needs to be perfectly still on every frame for best results.

Its mainly used for astrophotography but can also be used for terrestrial objects. FBI with the help of NASA used the same enhancing technology to identify the backpack in the Atlanta bombings through crappy video footage.

For example, i have the same HIKvision camera as OP:
