Modify .bin firmware

Hi,
Is there possibility modify bin firmware files to change low parking mode bitrate e.g. to 3Mb/s and framerate to 15fps?
Do you know any software or way to edit these files?

You don’t want to do that, there is a large drop in quality when you get down to 3Mb, and 15fps doesn’t actually save much while it is slow enough to miss a plate on something passing by, not the result you expect.
